i believe that the greatest use of or great use of police department energy is around people who are dealing with mental health issues and mental health crisis and the crisis intervention team is really geared to responding to that great need we have here in san francisco. i am concerned personally about the use of electronic controlled weapons, tasers, especially how they could be used in a show of force, not just bringing about compliance but in a show of force on people who are mentally ill in san francisco and i think that for me it makes a lot of sense that we make our work around crisis intervention as strong as it can be. before considering, you know, use of lethal force in the department. i am not a decision maker through but this is part of a hearing from hearing from the supervisors and members of the public. we also have here, i am happy to have chief greg sure and who is here to present on this issue. he only has a limited amount of time here this morning and so i would like to call him up first to discuss his objective or his interest, the work of the department around e

with us, parents, and the school district about this particular issue. what's very clear to most of us, certainly to me, is that we have a significant and alarming issue that we have to deal with. almost 200 students in our city are not on track to graduate from high school -- excuse me, 2,000. 2,000 students, a large number of them, largely coming from district 10, the bayview, visit visitacion valley. we know one of the greatest economic barriers and disadvantages to our youth can -- disadvantages that our youth can have is not finishing high school. we see it every day. and in looking at the school district's data it's clear the vast majority of students that are not on track to graduate are students of color and those who speak english as a second language, or english as their second language. i believe that, as a city and as a member of the board of supervisors, we need to give this population of students additional courses, and an opportunity to invest in enrichment programs that can help some of the students succeed in school, if not all of them.

it was not safe for us to run the trains at full speed. and the diminished speed diminished the level of service we were able to provide. after the rest of us went to sleep every night over the course of many, many months, young and his crews went in and worked very efficiently, very cost-effectively to systematically replace those rails to put that part of the system into a good state of repair to raise the speeds. it's painful when you're on those trains coming -- leaving forest hills and you suffer through that agonizing slow down. so, very grateful for young and his crew for that project. and we've also -- the signal crews which terry here is to represent, led the upgrade of the automatic train control system, the signal loop. a loop of wires that run through the subway that basically provide for the communication of the automated train control system. when our trains are in the subway, they operate on an automatic mode that allows them to move much more quickly and efficiently than they would if they were operating in manual. and when

it's very meaningful for us to did that year. we have a lot to celebrate. let me just say that painters, scrptdures, poets, musicians, designers, mathematicians, great architects of the italian country have come here to san francisco. we have experienced so much of the italian talent here in san francisco. that's why we wanted to be celebrating here and i am so glad to be joined not only by senator leno and assembly man amaino and david chiu and scott wiener as well. they all want to get in on this great celebration because it's wonderful for our city. i have often said our city and our strength is our international status and we do that with all the sister cities, with all of the flag raisings, but this is kind of new. what i said to our counsel general it's special because it's kind of bringing forth the things that we have done and the things that we enjoy doing and placing it into a recognized celebration that goes for a long time, so i am proud to launch this here in san francisco, and if i may to not only let you know that it's a great honor to have t
